Beef and Bulgur Casserole

from Betty Crocker's Eat and Lose Weight

1 1/2 lbs. lean ground beef
1 cup chopped onion (about 1 large)
1 cup uncooked bulgur (cracked wheat)
2 cups chopped tomatoes (about 2 medium)
2 cups water
3 Tablespoons snipped parsley
2 teaspoons instant beef bouillon (dry)
1 1/2 teaspoons salt
1 teaspoon shipped fresh oregano leaves or
    1/2 teaspoon dried oregano leaves
1/4 teaspoon instant minced garlic
1/4 teaspoon pepper
1/2 cup grated Parmesan cheese

Heat oven to 350 degrees. Cook and stir ground beef and onion in 10-inch non-stick skillet until beef is brown; drain. Stir in remaining ingredients except cheese. Pour into ungreased 2-quart casserole or rectangular dish, 12 x 7 1/2 x 2 inches. Cover and bake until bulgur is tender, about 45 minutes. Stir in cheese. Sprinkle with snipped parsley if desired.
